Qualidade da Democracia Brasileira: representação política, partidos e o Sistema de Integridade.

Resumo: O objetivo deste projeto é analisar a qualidade e o funcionamento do sistema democrático brasileiro enfocando duas de suas principais dimensões. A primeira diz respeito à representação política, com ênfase nas instituições eleitorais e de organização de interesses. O projeto pretende investigar a eficácia do sistema representativo junto à sua capacidade de integração dos cidadãos e de suas demandas no sistema político, com ênfase nas eleições e aspectos do sistema eleitoral. Também investigará a dinâmica de organização de interesses, partidos e movimentos políticos, na direção de entender as características de nosso sistema partidário e os efeitos de das transformações recentes do terreno da democracia representativa, em que a política de contestação, o fenômeno populista e a intervenção das novas tecnologias constituem-se sujeitos ativos da dinâmica política.
A segunda dimensão diz respeito aos mecanismos de fiscalização e controle do abuso de poder e à percepção da corrupção pela população. Tais mecanismos asseguram os meios de efetivação da soberania dos cidadãos para além do princípio de representação política, envolvendo diferentes mecanismos de pesos e contrapesos e, especialmente, instituições do chamado Sistema de Integridade, e compõem o quadro de mecanismos de accountability horizontal que é vista como um requisito de qualidade da democracia. O projeto vai investigar valores e atitudes que orientam os agentes do Sistema. Quanto a percepção da população sobre a corrução, o projeto vai investigar os valores e crenças que aparecem associados com a percepção pública em torno dos procedimentos de combate à corrupção, e portanto, o efeito dos desdobramentos recentes da ação do Sistema de Integridade nessa área.
Em termos metodológicos, o projeto será desenvolvido através de pesquisa empírica, e seus objetivos serão atingidos por meio da produção e análise de dados de nível individual obtidos em pesquisas por amostragem: um survey probabilístico com a população nacional, e uma pesquisa amostral com agentes do Sistema de Integridade que inclui procedimentos apropriados ao estudo de valores, atitudes e comportamentos pelo Método Q. O projeto também coletará dados institucionais partidários e eleitorais, além de material de sobre campanhas políticas.
The Quality of Brazilian Democracy: political representation, parties and the System of Integrity

Abstract: The aim of this project is to analyze the quality and functioning of the Brazilian democratic system focusing on two of its main dimensions. The first concerns political representation, with na emphasis on electoral institutions and the organization of interests. The Project aims to investigate the effectiveness of the representative system as to its abillity to integrate citizens and their demands into the political system, with an emphasis on elections and aspects of the electoral system. It will also investigate the dynamics of the organization of interests, parties and political moviments, in order to understand the characteristics of our party system and the effects of the recente transformations of the terrain of representative democracy, in which the politics of contestation, populista phenomena and the intervention of new technologies constitute active subjects of the political dynamics.
The second dimension concerns two aspects: the mechanisms for monitoring and controlling the abuse of power, and the public perceptions of corruption. The mechanisms for controlling the abuse of power ensure the means of effecting citizens’ sovereignty beyond the principle of political representation, involving diferente mechanisms of checks and balances, and especially the institutions of the National Integrity System, a central component of the framework of horizontal accountability that is a requirement of the quality of democracy. The project will investigate values and atitudes that guide the agentes of the System. Regarding the public perception of corruption, the project will investigate the values and beliefs that are associated with the anti-corruption procedures and, therefore, the effect of the recent developments of the Integrity System action in this area.
Regarding methodology, the Project emphasizes empirical research and its objectives will be achieved through the analysis if individual level data obtained in two sample surveys: a probabilistic survey with the national population, and a sample survey with Integrity System agents that includes appropriate procedures for the study of values, atitudes, and behaviors (Q method). It will also collect institutional data on the Integrity System, institutional party and electoral data, as well as material on political campaigns.
